And, finally, the last one - there is no monitoring of the fulfillment of the guarantee obligations, and, therefore, many defects are eliminated at the expense of the state.

True, they often miss a number of important conditions that need to be taken into account. Even at an equal cost (which is rare), Russian roads are worse in quality, equipped with technical means. And they are built not by well-paid skilled workers on modern technology, but by immigrants from the former union republics.

If you assess the losses they incurred because of the breakdown of cars, the increase in the delivery time of goods and people to their destination, the amount of waste fuel, the figures will be enormous.
